Independent Reviewing Officer - St Helen's - £34 per hour
Applicants must have significant previous experience of the IRO and Safeguarding Chair role. To co-ordinate and chair complex multi-agency meetings within the required timescales to ensure children are safeguarded and their welfare is promoted in all circumstances. This will primarily relate to CP Conferences and Strategy meetings, Our Children Reviews, Foster Carer Reviews and Disruption Meetings where placements, with a long term care plan therein, have broken down. Duties may also include cover for LADO meetings and Reg 44 visits.

Duties as an IRO:
- To offer scrutiny to individual multi-agency child protection plans by checking that they meet identified needs; provide feedback to social workers, managers and partner agencies across Blackpool, which identify opportunities for improvement and highlights good practice.
- To offer robust feedback and challenge to Children's Social Care Managers, social workers and professionals within partner agencies in relation to social work planning and practice. This will include senior professionals within external organisations.
- To ensure the 'Voice of the Child' is central to the on-going assessment and planning process. This will be achieved through direct consultation and discussion with children, family members (including carers) as well as professionals and regular audit activity.
- Undertake audit activity to monitor processes and identify opportunities for improvement to ensure that processes meet the standards required by legislation and government guidance, departmental policies, council policies and interagency procedures.
- Collect, collate and analyse information as set out within internal procedures to inform service planning and resource management. This will include the development of standards and procedures.
- Ensure that children/young people, relatives and carers are appropriately informed of procedures and processes and are supported and encouraged to make full and active contributions to meetings and case conferences.
- Promote fair access to services by challenging discrimination and oppression. This will include the management of highly sensitive information and ensuring confidentiality.
- Provide specialist advice and guidance to internal and external agency workers and to members of the public in relation to service policies and procedures.
- Contribute to staff development through activities such as presentations, training sessions, discussion groups, mentoring.
- Maintain and update records in accordance with departmental policies; write reports, as required
